Lavrov: Moscow Supports Security Guarantees for Ukraine
(MENAFN) Russian Foreign Minister Sergey Lavrov on Wednesday signaled Moscow’s support for robust, enforceable security guarantees for Ukraine, while stressing that any such framework must involve Russia and reflect key geopolitical considerations.
Speaking at a joint press conference alongside Jordanian Foreign Minister Ayman Safadi, Lavrov addressed reports that Britain, France, and Germany are pushing for a collective security arrangement for Kyiv.
“As for the reports that Great Britain, France, and Germany want to create and develop collective security guarantees, we are in favor of these guarantees being truly reliable,” Lavrov stated.
Lavrov recalled that Ukraine had outlined core principles for a peace agreement during early negotiations held in Istanbul in April 2022. At the time, Kyiv’s delegation proposed commitments such as rejecting NATO membership, maintaining a stance of neutrality, and upholding a non-nuclear policy.
He emphasized that Moscow supports an inclusive model for security guarantees, incorporating major global powers.
“I am sure that in the West, especially in the United States, they understand perfectly well that seriously discussing issues of ensuring security without the Russian Federation is a utopia, a path to nowhere,” Lavrov said.
According to Lavrov, a credible mechanism must involve actors such as China, the United States, the United Kingdom, and France, and must operate on a basis of equality among all stakeholders.
By underscoring the necessity of Russian involvement, Lavrov reaffirmed the Kremlin's stance that any enduring security structure in Europe cannot be achieved without Moscow’s direct participation.
